If they really wanted to cover their costs, they would simply bill the cat owner for their services when &quot;rescuing&quot; ie; getting a cat down that doesn&#039;t want to come down.  Or the cat owner can let the cat come down on it&#039;s own when it&#039;s ready to.  Sheesh, there&#039;s no need to penalize all cat owners with a leash law because the occassional owner wants their cat out of a tree or off a roof.  In fact, the police or fire dept. should simply say &quot;We don&#039;t provide that service as part of our responsibilities&quot;, please buy your own ladder or borrow one from a neighbor.]]></description>
